TPM 3 Kos Questionnaire on Children’s rights

During the TPM in Kos Greece, Gymnasio Zipariou presented the educational activity for Children s Rights in Google Forms, a multiple choice exercise.

Teachers at Gymnasio Zipariou regard Roma population as any other vulnerable population whose rights are not respected


Students answer a Google Forms about Children’s rights according to UNICEF Convention on Children’s rights.

Multiple choice Exercise on Children’s rights

During the TPM 3 in Kos Greece, teachers from Gymnasio Zipariou presented a learning object on Human Rights, including Roma students and other minorities that was designed during Erasmus project at their school.

The learning activity is in H5P platform and gives a score to students to evaluate their knowledge.

Access to Early Childhood Education and Care for Roma children

children 3914241 1280The Council Recommendation on high-quality Early Childhood Education and Care (ECEC) systems underlines the importance of access to ECEC services for all children and recalls that quality ECEC can be “an effective tool to achieve educational equity for children in a disadvantaged situation, such as some migrant or ethnic minorities (for example Roma)”.

It can provide Roma children with a start in life that is equal to their non-Roma peers’, which is essential to break the cycle of intergenerational transmission of poverty. To reach this objective, ECEC needs to be accessible, available and affordable.

Low participation

As the percentage of Roma children aged between 4 and the starting age of compulsory primary education who participated in ECEC amounted to only 53% in the nine surveyed countries in 2016, the EU Roma strategic framework for equality, inclusion and participation for 2020-2030 set out an ambitious target of at least 70% of Roma children aged 3 and above participating in ECEC by 2030.

THE CONDITION OF ROMA, SINTI AND CAMINANTI COMMUNITIES IN ITALY

The Roma, Sinti and Caminanti (RSC) communities in Italy are characterized by the heterogeneity of the groups, by their linguistic-dialectal variety, as well as by different cultures. The various attempts over the years to promote integration, inclusion and their recognition as a minority (national or linguistic), confirm the complexity of the condition of Roma, Sinti and Caminanti. This status quo can be well understood, if we take into account the fact that when we talk about RSC communities, we are referring to: Italian citizens; foreign citizens belonging to other EU countries; foreigners, citizens of non-European countries; foreigners, who have been granted the right to asylum or subsidiary protection; (de facto) stateless people, born in Italy from de facto stateless people In particular, it should be borne in mind that, at present, the minority of RSC is not concentrated in a specific area of the national territory, but rather spread throughout the country. Stages of the education system

The Italian education and training system includes ECEC (0-3 and 3-6), primary, secondary, post- secondary and higher education.

Early childhood education and care (ECEC)

 ECEC for children aged less than 3 years is offered by educational services (servizi educativi per l’infanzia) ECEC for children aged from 3 to 6 years is available at preprimary schools (scuole dell’infanzia).

The two offers make up a single ECEC [12] system, called ‘integrated system’, which is part of the education system and is not compulsory. Although being part of the same system, the ECEC 0-3 is organised by the Regions according to the single regional legislations, while the 3-6 offer is under the responsibility of the Ministry of education.
